NYSLECC Visits Manhattan Samaritan Village Veterans Program
Leadership Brings Message of Hope, Healing, and Support to Veterans Court Participants
Manhattan, NY — March 21, 2025
The New York State Law Enforcement Community Council (NYSLECC) visited the Samaritan Village Veterans Program in Manhattan, delivering a message of encouragement, unity, and support to veterans involved in the Veterans Court program.
Led by the Community Chief of Directors Ryan Su and the Military Veteran Liaison, the NYSLECC team met with veterans to share resources, inspire hope, and remind them that a brighter future is always within reach. The visit emphasized the importance of community connection, mental health support, and the strength found in brotherhood and shared service.
“As a veteran, I understand the battles we fight even after we take off the uniform,” said the NYSLECC Community Chief of Directors. “But you are not forgotten — we’re here to walk beside you. Whatever you need — whether it’s housing, employment, emotional support, or someone who understands — NYSLECC is ready to help.”
The Samaritan Village Veterans Program provides critical services including substance use treatment, transitional housing, and reentry support. NYSLECC’s visit highlighted how law enforcement and community leaders can work hand in hand to uplift those who served our country.
Veterans in the room were encouraged to stay connected — not just to services, but to their families, friends, and communities. “You served with honor. Now it’s our turn to serve you,” said the Military Veteran Liaison. “You have a future to look forward to, and we’ll help you build it.”
This visit is part of NYSLECC’s broader mission to strengthen community trust, support public safety, and provide long-term support for vulnerable populations — especially those who have worn the uniform.

Sparta Township Police Department Honored by NYSLECC for Funeral Escort Support and Dedication to Brotherhood in Law Enforcement

Sparta Township, NJ — On March 28, 2025, members of the New York State Law Enforcement Community Council (NYSLECC) visited the Sparta Township Police Department to formally recognize and thank the agency for their professional assistance during the funeral of Guo Er Qiang “Jimmy,” the late president of NYSLECC's nonprofit organization.
The solemn event, held earlier this year, brought together law enforcement officers and community leaders from across the region to honor President Jimmy’s service, leadership, and enduring impact on police-community relations. Sparta Township Police, under the leadership of Chief Jeffrey L. McCarrick, provided funeral escort support and stood in solidarity with their New York counterparts during a deeply emotional time.
In a heartfelt ceremony held at Sparta PD headquarters, NYSLECC representatives presented Certificates of Appreciation and commemorative badges to members of the department. Among the honored recipients were:
-
Chief Jeffrey L. McCarrick
-
Sergeant Richard Smith
-
Officers Scott Elig, Christopher Favaro, and Alyse Brown
The ceremony also included a symbolic exchange of patches and challenge coins—honoring the tradition of law enforcement unity across agencies and jurisdictions.
“This is more than recognition—it’s a celebration of solidarity,” said a NYSLECC representative. “Chief McCarrick and his department exemplify what it means to show up for one another in times of need. Their support during President Jimmy’s funeral spoke volumes about their values, professionalism, and heart.”
Chief McCarrick expressed gratitude for the recognition, stating, “It was an honor to assist our brothers and sisters in NYSLECC. We share the same mission: to serve with integrity and to stand together as one law enforcement family.”
The two agencies also held discussions on future collaboration opportunities—including community outreach programs, inter-agency training, and initiatives aimed at closing the gap between law enforcement and the communities they serve.
The visit concluded with a group photo in front of the Sparta Township Police Department, a powerful visual reminder of unity in purpose, respect across agencies, and the commitment to serve with compassion and integrity.

April 3, 2025 – Community Reconnects with 110th Precinct to Support Sgt. Ivan Rodriguez’s Family
Today, April 3, the New York State Law Enforcement Community Council proudly reconnected with the NYPD’s 110th Precinct to fulfill an important mission of compassion and solidarity. A donation check was officially presented to support the family of Sgt. Ivan Rodriguez, honoring the late officer’s service and sacrifice.
This heartfelt contribution comes directly from members of the community and reflects the enduring commitment to care for our law enforcement families in times of need. It also fulfills the wishes of the Council’s late president, whose passion was to ensure that no law enforcement family is left behind during times of hardship.
We extend our deepest thanks to Community Affairs Police Officer Gina Gao for her critical role in connecting us with the Sergeants Benevolent Association (SBA) and Sgt. Ivan Rodriguez’s family. Her support and coordination made it possible for us to successfully carry out this mission in honor of our late president.
We hope this donation offers some measure of comfort and support to Sgt. Rodriguez’s loved ones. The New York State Law Enforcement Community Council remains steadfast in its dedication to those who serve and to the families who stand beside them.
Let this moment serve as a reminder: our officers and their families are never alone the community stands with them.
